Task force busts rural Phoenix illegal cannabis grow linked to NorCal operation

A California woman was arrested and about 6,054 illegal marijuana plants were seized at an unlicensed marijuana operation in rural Phoenix Wednesday after the Illegal Marijuana Enforcement Team executed a search warrant in the 4000 block of Fern Valley Road.

IMET detectives said the black-market cannabis grow, where the plants had been cultivated in 20 greenhouses, was connected to another in Northern California, the Jackson County Sheriff’s Office said in a news release.

Yuhua (aka Shirley) Hong, 44, of Montague, Calif., is “charged with three felony counts, including unlawful possession, distribution and manufacture of a marijuana item,” the release said. Another suspect is facing charges that are being referred to the county district attorney’s office, the release said.

In addition, Jackson County Code Enforcement levied fines totaling $26,000 to the person responsible, the release said.

“Fines were for violations related to unpermitted construction, solid waste and operating a marijuana production area in violation of land use approvals,” the release said. “The Oregon Water Resources Department Enforcement section also responded to investigate the water usage. Further charges for water violations may be added at a later time.”

The investigation is ongoing, the release said.

Sheriff’s office deputies and Oregon State Police detectives assisted IMET, a task force that is funded by the Oregon Criminal Justice Commission and focuses on illegal marijuana operations in the Rogue Valley, the release said. IMET includes personnel from the sheriff’s office and district attorney’s office, as well as OSP, Medford Police Department and Homeland Security Investigations, the release said.
