Suspect charged with murder, assault in pair of Central Point shootings

A Medford man has been arrested in connection to a pair of shootings that occurred Friday morning in the neighborhood near Central Point Elementary School.

The incidents left one victim dead and another hospitalized with life-threatening injuries.

William Carl Frombach, 45, was arrested by Central Point police on charges of second-degree murder, second-degree attempted murder, first-degree aggravated animal abuse, first-degree assault, unlawful use of a weapon and felon in possession of a firearm.

Police arrested Frombach, who was lodged without bail, less than an hour after the first of two reported shootings Friday. According to Central Point police, officers responded to reports of a gunshot victim at a residence in the 300 block of South 4th Street around 7:26 a.m. and located a deceased 42-year-old male inside the residence. 

While law enforcement has not publicly named either victim, family and friends of the man and woman have posted publicly on social media and confirmed their family members as victims of the incident. The deceased victim has been identified as 42-year-old Central Point resident Devery Bynum, who lived at the residence on South 4th Street where the first shooting occurred.

The second shooting occurred at approximately 7:31 a.m. Officers were called four blocks away from the first incident to a location along Bush Street where they discovered a second victim inside a vehicle parked along the street suffering from gunshot wounds.

Friends and family who are rallying support identified the second victim as Central Point resident Elizabeth Hadley, who was reportedly unknown to Frombach. 

Central Point police, who had help with the case from multiple agencies including the Medford Police Department, Jackson County Sheriff’s Office and Oregon State Police, arrested Frombach at 8:04 a.m., less than 40 minutes after the 911 call was made for the first gunshot victim.

According to court records, Frombach has felony convictions dating back more than two decades. He was convicted in 2003 of unlawful possession of a short bar shotgun, which reportedly involved a loaded shotgun accessible to children, and felon in possession of a firearm. From 2016 through 2018, he was convicted of felony drug manufacturing charges in addition to assault, vehicle theft and eluding police, among other charges. In 2020, he was convicted of multiple counts of third-degree robbery, records reveal.

Police reported a known relationship between the Frombach and Bynum but not between Hadley and Frombach.

According to social media, Hadley is listed as a towing company dispatcher who grew up in Hilt, California, before moving to Central Point, where she graduated from Crater High School in 2020. Family members posted a GoFundMe to help Hadley and her husband. A weekend update lists Hadley as “currently stable in the ICU, but her condition is changing by the hour.”

A GoFundMe for Bynum, to help with burial expenses, was also listed over the weekend. The page said Bynum “hadn’t been awake long when a long-time friend shot him at more or less point-blank range for reasons we may never know or understand.”

With courts closed on Monday for Veterans Day, an arraignment has not been set for Frombach.

At least three Central Point schools were placed on a soft lockdown as a precaution around 7:30 a.m. Friday as police descended on nearby streets. The lockdown was lifted shortly after 8 a.m.
