Central Point shooting suspect ordered held without bail

Central Point resident Devery Bynum (far left, back) was named on social media by friends and family as the first victim of multiple shootings on Friday. A Medford man was ordered to be held in the Jackson County Jail without bail after making a court appearance Tuesday on felony charges accusing him of fatally shooting a man and seriously injuring a woman by gunfire in Central Point last week.

William Carl Frombach Jr., 45, made an initial appearance in Jackson County Circuit Court Tuesday afternoon on charges of second-degree murder, attempted second-degree murder, first-degree assault, aggravated first-degree animal abuse and felon in possession of a firearm accusing him in the Nov. 8 death of 42-year-old Devery Allen Bynum, 42, and the shooting of Elizabeth Hadley, according to a filing signed Tuesday by Deputy District Attorney Alyssa Claseman, who is prosecuting the case.

At the hearing, Judge Pro Tem Paul Moser ordered that Frombach be held in jail without bail and with no early release, Jackson County Circuit Court records show. Moser also appointed a public defender.

Frombach’s next court appearance is an arraignment with a different judge scheduled for 1:45 p.m. Thursday, Dec. 12.

The charges accuse Frombach of unlawfully and intentionally causing the death of Bynum, unlawfully and intentionally attempting to cause Hadley’s death and causing her serious physical injury by means of a deadly weapon, specified as a firearm.

The first-degree aggravated animal abuse charge accuses him of seriously injuring a dog by using a firearm, and the charge of felon in possession of a firearm stems from a June 25, 2020, third-degree robbery conviction that barred Frombach from possessing guns.

Few details have been released regarding a motive in the shootings, but police have reported a known relationship between Frombach and the homicide victim but no known relationship between Frombach and Hadley, according to an earlier news report.

Bynum was reported shot at 7:26 a.m. last Friday at his home in the 300 block of South 4th Street in Central Point, and Hadley — a 2020 Crater High graduate — was shot five minutes later about four blocks away and found bleeding from gunshot wounds inside a vehicle parked along Bush Street, according to Central Point police.

The Jackson County District Attorney’s office alleges in the Tuesday filing that the charges are “based on two or more acts or transactions connected together or constituting parts of a common scheme or plan.”

A groundswell of community support has followed for Hadley and her husband following the shooting, with a GoFundMe crowdfunding campaign showing that $42,030 was raised for Hadley in 285 donations over three days.

A crowdfunding campaign organized by Bynum’s family seeking help to cover burial expenses has not been as successful, raising $875 in 19 donations over the past four days.
