East Medford apartment project gets green light to expand

The Mosaic Apartments off Springbrook Road in east Medford will include 168 units. 

The Medford Site Plan and Architectural Commission decided Friday to approve plans for an apartment complex in east Medford to grow in size from 159 units to 168.

“The whole goal is to get needed housing into Medford, and that is why we’re adding nine additional units to those already approved,” said Stephen Curtis, development director for Portland-based Project^.

The project is located in a residential area between Springbrook Road on the east and Lone Pine Creek on the west. Montelimar Drive would be extended into the proposed development.

The Mosaic Apartments development plan was approved by the architectural commission Oct. 21, 2022. At the time, the site plan had 159 multi-family units, which included 15 apartment buildings, along with three single-story common area buildings.

None of the units have been built yet, and Project^ in January asked for a change to the project to include the nine additional units as well as another .43-acre lot that will remain undeveloped and is mostly in the floodplain.

The apartment buildings proposed are all three stories, ranging from 24-plexes to 6-plexes, and include 84 one–bedroom units, 54 two–bedroom units, and 21 three–bedroom units.

The request for nine additional units triggered a major amendment to the original plan, which the architectural commission approved.

The project would be completed in three phases. Phase one consists of development on the south end of the site. Phase two is on the north end of the site. Phase three will include the extension of Montelimar Drive.

A 20-foot-wide shared-use pathway will be built along the creek, 10 feet of which is paved, with 5-foot buffers on each side.

Once completed, the pathway would connect Springbrook Road to Kennedy Park.

Under the Mosaic plan, extensive landscaping would be planted on the side of a path facing into the development.

A total of 168 bicycle spaces, half of which will be covered, are included in the project.

The Mosaic site will provide 203 parking spaces across all lots within the development. 

None of the apartment construction work will occur in the 100-year floodplain.

The Mosaic development is surrounded by single-family residential on the north and west, multiple-family residential on the east and a combination of single-family and multi-family residential on the south.

Kennedy Elementary is the closest school to the Mosaic project.
